NOTE : Suitably qualified, dynamic, passionate and experienced persons are invited to
apply for the vacant permanent position of Chief Director: Cadet and Foundational Management. Applicants are requested to visit the NSG website at www.thensg.gov.za or www.dpsa.gov.za for information on the requirements and duties of the position. Applications must consist of: A fully completed and signed new Z83 form with a comprehensive CV containing contactable references as well as copies of qualifications and identity document. Therefore only shortlisted candidates will be required to submit certified document on or before the day of the interview. The relevant reference number must be quoted in the application form. Foreign qualifications must be accompanied by an evaluation certificate from the South African Qualification Authority (SAQA). All shortlisted candidates for SMS posts will be subjected to a technical exercise as well as personnel suitability checks such as security vetting, citizen verification, financial records check and qualifications verifications. The successful candidate will be expected to sign a performance agreement within three months from the date of assumption and to disclose particulars of all registrable financial interests within a month. The selection process will be in line with the Senior Management System requirements. POST 29/78 : CHIEF DIRECTOR: CADET AND FOUNDATIONAL MANAGEMENT REF

Job purpose: Lead the effective and efficient roll out of Education, Training and Development (ETD) interventions for cadet and foundational development which entails the education, training & development of graduates who wish to join the public service from interns up to occupational level 8 or equivalent bands in other areas of the state.
SALARY : R1 251 183 per annum, comprising basic salary (70% of package), (An
inclusive remuneration package commencing) contribution to the Government Employee Pension Fund (15% of basic salary level 14).
CENTRE : Pretoria
REQUIREMENTS : A relevant undergraduate qualification (NQF level 7) as recognized by SAQA.
Successful completion of the Senior Management Pre-Entry Programme (Nyukela). A post graduate degree (NQF level 8) will be preferable. Experience: 5 years’ proven experience at a senior managerial level. Knowledge: In depth knowledge and understanding of the Education Training & Development (ETD) environment and in the delivery of Continuing Education Programmes (CEP). Working knowledge of technology platforms for open distance learning. Knowledge of local, continental and global trends of public sector capacity building programmes. Knowledge of monitoring and evaluation principles, tools and methods. Knowledge of the Department’s mandate in the
context of national priorities as set out in the Constitution. National Development Plan (NDP) and the Medium Term Strategic Framework (MTSF) and its relationship with various stakeholders, internationally, provincially and locally. Knowledge of strategic planning and budgeting. Knowledge of the NQF and Accreditation Dispensation. Good knowledge of legislative frameworks governing the public sector. Competencies/skills: Ability to: Provide strategic leadership and development; Implement the National Development Plan imperatives in relation to collaboration, outsourcing, and monitoring. DUTIES : The incumbent will be responsible for the strategic leadership of the Chief
Directorate. Key Results Areas: Develop and provide quality ETD programmes and opportunities to graduates who wish to join the public sector from interns up to occupation level 8 (or equivalent occupations in other sectors). Develop and provide opportunities for training that leads to career advancement of employees in highly skilled production levels. Collaborate with various partners to roll out training to the target group. Update and maintain existing curriculum for Cadet and Foundation level. Lead and manage the strategies and governance processes of the Chief Directorate to advance the mandate of the NSG. Establish working partnerships with stakeholders involved in youth training and development across all sectors such as SETA’s. Manage engagements with stakeholders in respect of skills development opportunities for technical, highly skilled production, and specialized occupations.

DUTIES : Office Management: Managing the Principal’s diary on a daily basis and ensure
it corresponds/not conflict with NSG’s and Ministerial key activities. Compiling memoranda and letters and attending to general correspondence in the Office of the Principal. Disseminating information internally and externally as required. Ensure that all messages for the Principal are recorded accurately and properly and reach the Principal timeously. Conduct basic research (e.g. country profiles) or as requested by the Principal. Engage and interact with the Principal on a continuous basis to provide status updates on key activities. Record, monitor and manage the Principal’s task list and track progress by following up regularly. Manage filing and review correspondence on a daily basis. Reply to correspondence that comes to the Principal’s Office. Facilitate the procurement of equipment and office supplies. Ensure that travel and procurement of goods is aligned with all financial prescripts, rules and regulations. Manage administrative and logistical arrangements related to the Principal’s office. Render secretarial support services. Liaise with internal, external and international stakeholders. Professional/ personal management of the Principal’s domestic affairs and household.
